BabyServ is ZAnet's mini version of ChanServ.  This service
allows users to have some form of control over the channels.
Note that in order to issue BabyServ commands, you must be
identified to NickServ.  (See /msg NickServ help identify)

Core Commands:
     REGISTER  - Registers a channel
     DROP      - Drop a registered channel
     INFO      - Show channel information
     LIST      - List the channels for which you have 
                 access (if any)
     FIXCHAN   - Fix channel permissions
     MODE      - Change channel modes
     KICK      - Remove someone from a channel
     INVITE    - Invite someone into a channel
     SET       - Change some channel settings

Access Commands:
     ADDSOPS/DELSOPS - Add/remove super-ops to a channel
     ADDAOPS/DELAOPS - Add/remove auto-ops to a channel
     ADDHOPS/DELHOPS - Add/remove half-ops to a channel
     ADDVOPS/DELVOPS - Add/remove voice-ops to a channel
     ADDBAN/DELBAN   - Add/remove permanent bans to a channel
     LISTBAN         - Lists permanent bans on a channel
