Command - ADDBAN
Usage   - ADDBAN channel nickname reason
          ADDBAN channel nickname!username@hostname reason

This command allows you to add permanent bans for a specific
channel.  Limited to channel founder and super-ops.

People on the ban list are kicked and banned upon entry into
the channel.  This can be used to keep unwanted elements out
of the channel.
