Command - FIXCHAN
Usage   - FIXCHAN channel

The FIXCHAN command has been added to BabyServ so that fixing
of channel modes for non technical BabyServ members could be
made easier.  This command will change the channel modes to
+tn-spimlk, which will remove the channel modes used commonly
in takeovers, ie. secret, private, invite, moderated, limit
and key.  Limited to channel founder and super-ops.
