Command - LISTBAN
Usage   - LISTBAN channel
          LISTBAN channel pattern

This command lists permanent bans on a specific channel.
Limited to channel founder and super-ops.  Using the command
without the optional pattern will show all permanent bans
for the channel.  Using the command with the pattern will
only show entries matching the pattern.
