Command - SET KEEPTOPIC
Usage   - SET channel KEEPTOPIC [ON|OFF]

Sets the "sticky topic" option for a channel.  When enabled,
it will keep track of any changes in a channel's topic and
when the channel is gone and recreated it will set the topic
to the last known one.  Limited to channel founder and
super-ops.
