Command - SET OPGUARD
Usage   - SET channel OPGUARD [ON|OFF]

Turns on/off ops guarding on a channel.  Limited to channel
founder and super-ops.

If enabled, only auto-ops and half-ops will be allowed to
have chanops on the channel.  Leaving off the parameter will
show the current setting.
