Command - SET channel command [value]

This command allow you to change some of your channel
settings.  Limited to channel founder and super-ops.

Core SET Commands:
      FOUNDER   - Assign a new channel founder
      SUCCESSOR - Assign a new channel successor
      DESC      - Modify the channel's description
      KEEPTOPIC - Remembers the topic when nobody is there
      MLOCK     - Locks the channel to certain modes
      OPGUARD   - More militant channel operator protection
      PRIVATE   - Changes some settings to be more private
      SECURE    - Changes some settings to be more secure
      TOPICLOCK - Retains a certain topic
      URL       - Attaches a URL to the channel
