Command - SET SECURE
Usage   - SET channel SECURE [ON|OFF]

Makes some channel settings more secure.  It only has an
effect if the OPGUARD option is enabled.  Limited to channel
founder and super-ops.

Leaving off the parameter will show the current setting.
