Command - SET TOPICLOCK
Usage   - SET channel TOPICLOCK [ON|OFF]

Sets the "topic lock" option for a channel.  When enabled,
only the channel founder and super-ops are allowed to change
the topic.  This setting also performs the function of the
KEEPTOPIC option.  Limited to channel founder and super-ops.
