Command - SET URL
Usage   - SET channel URL channel url

Changes the URL for the specified channel.  Limited to the
channel founder and super-ops.

Only URL's containing http:// and mailto: will be accepted.
Leaving off the parameter will show the current setting.
A parameter of "-" will clear the setting.
