Command - SEND
Usage   - SEND nick text
          SEND channel text

This command sends user nick a memo containing text.  The
user nick can retrieve that message at any time.  Useful for
when you need to leave a message for someone that's not online
at the time or simply to keep a note of something for yourself.

The alternate usage will send text to all the super-ops of
the channel.  It can only be used by the auto-ops and above.
